Voiced Users and Normal Users made up the the majority of users of an IRC network. The difference between Voiced Users and Normal Users is that certain channels might employ a moderation rule of which only Voiced Users and higher roles can talk within the channel. This is to prevent spams and also as a measure to protect the channel from annoying users.
